Regarding blame
Background
I have been working as a research
officer at NHRC since 2015 AD. I have been working in the various research
projects of this organization.
Similarly, currently I am involved in the clinical trial registry from
its initial stage. I am the responsible person for the establishment of the trial registry at NHRC under the instruction and supervision of research head and
executive chairman. After conducting a series of meeting with sub-committee of
Nepal clinical trial registry, the design was taken to hire a vendor to develop a
NPCTR platform on the basis of guidelines sent by Karam Ghassan of WHO/ICTRP.
Personally, I never knew about Mr.
Girish Jha before Executive chairman of NHRC (Prof. Dr. Anjani Kumar Jha) and
Bijaya Jha sir introduced him and instructed me to talk with him and sent the necessary documents related to the clinical trial registry. I sent 2 documents to Mr. Girish on Sep 12, 2019;
one was concept note and another one was ToR. I forwarded all the documents
sent by Karam Ghassan on Oct 17, 2019. These documents were the guidelines for the development of a clinical trial registry. He took all the responsibilities of
NPCTR platform. He introduced himself with the identity of an organization i.e.
Sudha Computer and also as a computer operator of MoHP.
Regarding mail
Yesterday, I was asked for the
justification of the mail sent by Mr. Girish via NHRC officials as that mail
was sent to the NHRC and WHO executives. I also got an opportunity to go through
that mail. I have some queries to his critical comments.
1. While he sent a mail to the WHO
and NHRC executives, I need clarification for not giving me a copy.
2. He was developing the NPCTR
platform to be registered in WHO/ICTRP as per ToR and guidelines but I didn't
understand the reason regarding mentioning the name of Philippines Trial Registry ( http://www.registry.healthresearch.ph/) which is not registered in WHO/ICTRP. I have
never given such a wrong example. I need further clarification with evidence at
which point Mr. Girish was misguided and misinformed from me.

I kindly request Mr. Girish to submit the proof regarding his consultation with
the relevant staff of NHRC or me. (Proof such as emails, meeting minutes or attendances)

I have a query about how I suddenly turned ‘oblivious’, ‘unprofessional’ and
‘grudge’ after he received a letter of caution from NHRC executives as per
decision of the Nepal clinical trial registry sub-committee meeting held in
2076/12/30. I need strong clarification along with evidence on each of the
words he criticized me.
I came to know about the technical report submitted by Mr.
Girish to WCO on 1st May, 2020 through Mr. Paban Ghimire (of WHO country
office). I am surprised to see how could this technical report be accepted in
such an incomplete state i.e. under Annex II and III, columns of date, venue,
participants and visiting personnel are left empty. Furthermore, according to
the cover page of this report, it seems to be initially submitted to NHRC. I am
still unaware who received and cross verified this technical report. I could
not find the proof of cross verification and registration on it i.e. Registration number and stamp of NHRC.
I
would like to kindly inform you that this report was submitted without my consultation.
Truth is that once Mr. Girish came to me with the request of signature on this technical
report. However, I declined to sign on it because the tasks declared complete
in this report were unfinished in the real situation. Along with my all of this
observation, I would like to kindly request you to investigate who assisted Mr.
Girish from NHRC to submit such incomplete report to WCO by preparing a task
completion letter which bypassed my (focal person) consent and signature.
Activities done during COVID-19
pandemic at the NHRC
On April 30 2020, I sent a request email to maintain and upgrade NPCTR platform to WHO copied with Mr. Girish on behalf of member secretary (Dr. Pradeep Gyanwali). During this COVID-19 pandemic time, researchers tried to submit research trial-related to COVID-19 but the NPCTR application platform was not functioning properly. He replied an email by mentioning that his team was not available and he was unable to work during lock down period. On behalf of the member secretary of NHRC, I asked him to send all the details code and password. After getting the details, IT team (IT officer of NHRC along with consultant) is working on NPCTR to accomplish the unfinished templates of NPCTR platform. Some of the basic points to upgrade an NPCTR platform are but not limited to the following.
· Comments, feedback returns to an applicant.
·
Notification to the applicant by an application.
·
Notification through email to the applicant.
· Notification option for administrations.
Analytical is reporting category-wise for the administration.

For NHRC
As
per ToR he signed, in the proposed work plan section it has been clearly
mentioned that NPCTR platform have to be tested with CTRI within 6 months and
with WHO/ICTRP within 24 months. I am working as per the norms and regulations
of NHRC as instructed by NHRC executives and officials. I always follow the
guidelines of WHO/ICTRP to develop the NPCTR platform for early accreditation.
Along with this application, I have attached the email conversation to Mr.
Girish for kind perusal.
I have a moral security threat from his uncopied mail. It is the direct defamation “manhani” of public health professional working during COVID-19 pandemic by writing a false statement that is damaging to my reputation in international society (WHO), Nepal (NHRC) and my professional career. I kindly request you to take strict action to Mr. Girish for his activities of defaming my professional career. I need justice by solving this issue via Civil and Criminal Code Acts
